The other geocacher uses their hands as a step and climbs up to reach the top of one of the traffic signs. Video by scottevangeocaching.

Video: The video opens to a wooden structure with two locked compartments.
A geocacher opens the upper compartment to reveal a large Plinko-inspired pegboard. They slide a small coin up a vertical track on the right side of the board and let it fall down the face of the Plinko board. The coin bounces between pegs, eventually falling into one of several holes at the bottom of the board. They open the bottom compartment to reveal a large geocache full of trackables, SWAG, and a log sheet. A sign reads “Winner, winner, chicken dinner!”
